Commission on Water Resource Management 2019 Update to Water Resource Protection Plan of the Hawai芒鈧渋 Water Plan by Roy Hardy
This presentation will provide an overview of the many proposed updates to the Water Resource Protection Plan (WRPP), which was last updated ten years ago. The WRPP comprises one of five parts of the Hawai芒鈧渋 Water Plan (HWP), which is mandated under the State Water Code (SWC), Chapter 174C of the Hawai芒鈧渋 Revised Statues. The water code recognized the need for a program to focus on the comprehensive water resources planning that is essential to address the problems of supply and conservation of water, and established the HWP as the guide for implementing this policy. The WRPP is also the only portion of the HWP directly prepared by the Commission.
- The topics covered will include:
- New information, analysis, and issues on ground water sustainable yields
- Surface water interim instream flow standards
- Water use reporting
- Climate change considerations
- Department of Hawaiian Home Lands reservations and their impacts
- Traditional and customary rights considerations
- Stakeholder input process to formulate actions and goals to guide the Commission芒鈧劉s protection and management of Hawai芒鈧渋芒鈧劉s water resources
